House Bill 2139, establishing the Pennsylvania Agricultural Surplus System (PASS), was passed by the Pennsylvania House of Representatives by a vote of 196-0 and signed into law by Governor Rendell on November 23, 2010 as Act No. 113. This Act provides for the establishment of the Pennsylvania Agricultural Surplus System (PASS), which would identify sources of surplus agricultural products and coordinate the distribution of surplus foods to charitable food assistance providers throughout the Commonwealth.
